Drawing on the
Millennium
Declaration
, the UN system, World Bank and OECD drew up a set of eight
Millennium Development Goals (MDGs) with associated targets and indicators.
All 191 United Nations member states have pledged to meet the MDGs by the
year 2015. The first Goal is to Eradicate Extreme Poverty and Hunger; its
targets are to halve, between 1990 and 2015, the proportion of people whose
income is less than $1 a day and the proportion of people who suffer from
hunger.

According to World Bank’s newly released estimates, there are 1.4 billion people in the developing world who are living in extreme poverty, of which about 600 million are in South Asia alone. With soaring food and energy prices, combating global poverty has become even more challenging.

For a small group of men, sewers of Bangladesh’s capital Dhaka are ‘goldmines’. They eke out their living by finding small bits of the precious metal accidentally brushed off into drains from nearby jewellery shops. Though a dirty business, it is enough to make ends meet.

Bhatt, director of All India Disaster Management Institute refers to the ideas at a recent regional Commonwealth roundtable. His suggestions will hopefully make India a safer place by going beyond relief, rescue and rehabilitation.

Poverty is pronounced lack of or no access to economic
resources such as land capital and credit. The barriers
to pursuing these opportunities are the key obstacles to
over come extreme poverty. Access to assets and opportunities
is constrained by low rates of economic growth, inequality,
social exclusion etc.
Despite economic achievements in terms of economic performance,
however, the region continues to be home for more than two-fifths
of the world’s poor. Hunger is but an extreme manifestation of poverty.
Freedom from hunger is a basic human right and it has been one of the
core objectives of the MDGs.
The generation of adequate employment opportunities for our
growing labour force is one of the central objectives of
south Asian to combat poverty and reduce extreme hunger.
Proper policy initiative and the collective efforts will
help region to address MDG-1 and will have qualitative
addition in the lives of disadvantaged.
Agriculture is the mainstay of the economies of the South Asian
countries. Heavy dependence on agriculture combined with low
productivity largely contributes in widespread poverty and poverty
in the region. To address the issue of livelihood and food security
this sector needs to be strengthened by strong policy support.
Poverty is defined as an income (or more broadly welfare)
level below a socially acceptable minimum and micro finance
and Micro enterprises Micro-Enterprises play a critical role
in the economic development of any economy, but particularly in
those are that undergoing a transition.
There is growing acceptance of importance of ICT that
can provide new and more efficient method of production,
bringing unattainable market within reach of the poor people and
improving delivery of government services.
Human survival depends on a continuous adequate and suitable
livelihood, but the world today is afflicted with hunger,
poverty and disease. Extreme poverty, unemployment leads to
a severe migration Therefore, there is a need for a comprehensive
strategy addressing the issues, which are leading to migration.
Multi-Stakeholder Partnership (MSP) is an important component to
address issue like poverty in the South Asian region. To address
MDGs it is important for all players to come together and act
responsively to make the poverty history.

Network for Social Accountability has prepared a policy brief on recent budgetary provisions in India for the Scheduled Caste Sub-Plan. The paper: Of Dalits and their Money analyses several anomalies from reduced allocation to improper utilisation of funds meant for one of the most impoverished communities of the country.
