Assistant Programme Specialist

UNESCO is looking for an Assistant Programme Specialist in Kabul, Afghanistan. The specialist will be required to work under the immediate supervision of the Head of Kabul Office. Last date for applying is October 31, 2012.

Work base location: This position is based in Kabul, Afghanistan.

Role:

i. Act as an integral member of the Literacy Unit of UNESCO Kabul Office, provide input into the UNESCO's strategic and operational plan ii. To provide support to Field Coordination Group in developing and revising field operation guideline for ELA
iii. To provide guidance to Field Coordination Group in developing and monitoring the implementation of IPA, especially assuring smooth transfer of fund and its liquidation
iv. To assist ELA Programme Coordinator in identifying the needs, planning and implementing capacity building activities for Provincial Coordinators / District Coordinators and LD staff at central and field level
v. To liaise with Operation Team and Field Operation Group and conduct field visits to provide technical assistances to PCs/DCs, especially in management of inventory system and budget management Budget and financial matters
i. Supervise the budget, financial and administrative matters and preparation of documents concerning the ELA.
ii. To consolidate the information from ELA Team and draft quarterly donor progress report, annual report, and terminal report Broader partnership building
i. Identify potential local partners within the NGOs and civil society for participation in the ELA Phase 3 planning stage as well as the execution of the capacity development action plan.
ii. Expand and strengthen partnership with the Ministry of Education, other line ministries, institutes/universities and NGOs for the implementation of ELA Liaison with UNESCO HQ, Regional and Field Offices and Specialized Institutes Promote in-house cooperation across the UNESCO Education Sector and collaborate with UNESCO Headquarters, UNESCO Regional Office for Asia Pacific, UNESCO Institute of Lifelong Learning, as well as with other project partners, for effective coordination, planning, implementation and monitoring of ELA. Communications
i. Prepare briefs as necessary on ELA for the supporting donor(s) and for internal use, based on country programme support and regional reports.
ii. Analyze, edit and compile other documentation and prepare background/briefing papers that could be of significance to ELA, particularly with a view to making strategic decisions and adding technical value and input to the programme activities.
iii. To consolidate the information from ELA Team and provide support in drafting quarterly donor progress report, annual report, and terminal report Other tasks
i. Provide support to the national staff in ELA Team in order to complete the assignments according to their job description in a timely manner.
ii. Carry out any other tasks that may be assigned by the Head of UNESCO Kabul Office, Chief of Education and ELA Programme Coordinator.
