Government of India and UNDP Media Fellowships on Decentralised Planning - 2015
As articulated in the 2006 Report of the Expert Group on Planning at the Grassroots Level, decentralised planning is a process wherein various social groups, communities, Panchayats and municipal bodies and relevant government departments identify development priorities in their area (Panchayat, Block or District) and participate in the planning process aimed at addressing these priorities. Decentralised planning and implementation is widely regarded as a powerful tool to address challenges such as poor service delivery, social exclusion and disparities across varied geographical areas and communities.

However, it is generally seen that issues of decentralised planning and development hardly get adequate media coverage. Low awareness about decentralised planning processes and institutions including the panchayats and municipal bodies is believed to be one of the major reasons for this. In this context, the ‘Government of India-UNDP Media Fellowship programme on Decentralised Planning’ was launched to create greater awareness about decentralised planning process, policy and institutions. Active journalists were selected as Media Fellows to research and report on issues of decentralised planning and governance. Three of the six awarded journalists report on issues from Madhya Pradesh, while the other three cover Odisha in a time period of six months. This intervention is part of the Government of India-UNDP project on 'Strengthening Capacities for Decentralised Planning'.
