Seatbelt usage by bus drivers in Delhi increase by 80.5%

A new study reports increase in compliance post the notification of the new Motor Vehicles Act.

New Delhi: Post the notification of the Motor Vehicles (Amendment) Act (MVAA), 2019, Delhi showed a significant increase of 80.5% in seatbelt usage by bus drivers, a survey revealed.

While the usage of helmets by two-wheeler riders in Delhi was observed to have increased by nine per cent, overloading violations in trucks on the Mumbai-Pune Expressway (MPEW) were observed to have reduced significantly from 13% to 3.3%.

The survey reveals that seatbelt usage by truck drivers in Delhi was observed to have increased by over 27%, while an increase of 14% in seatbelt usage was observed in light motor vehicles (LMV) drivers in Delhi.

According to the survey, in Maharashtra, seatbelt usage among bus drivers was observed to have increased by 26% and amongst truck drivers by 21%.

In order to assess the immediate impact of the notification of the Motor Vehicles (Amendment) Act, 2019 on driver behaviour and compliance, SaveLIFE Foundation (SLF), a nonprofit, conducted an observational study in Delhi and Maharashtra.

The study was conducted in two phases – pre and post implementation of the MVAA, 2019 to capture and compare the experience of drivers on Indian roads, especially with regard to offenses for which penalties have been increased.

Key observation criteria included non-usage of seatbelts in LMVs and HMVs, non-usage of helmets, overloading of trucks etc.

The surveys were conducted through direct observations made by five SLF staff stationed at three sites across Delhi and Maharashtra during morning and evening shifts. The sample size in the baseline study (pre-notification) was 1190 vehicles and in the post-implementation phase 1,294 vehicles were covered.
